#Orbs DAO: OIP-9 voting starts

@orbs_network is voting to establish the Orbs DAO, giving staked $ORBS holders authority over four areas while treasury, fees, and tokenomics remain outside its initial mandate.

- Staking reward rates
- Certification and revocation of Guardians, who receive stake delegated by holders
- Major network upgrades
- New protocols and product modules

Two wallets requiring multiple signers would execute finally approved votes, with the Orbs team initially managing the keys. The team could act without a prior vote when delay risks financial loss or material harm, subject to later DAO ratification.

The team says the phased transfer would preserve continuity, stability, and security while the DAO builds capacity. If approved, this formal governance vote moves to execution.

7 wallets have cast 62,383,902 ORBS so far: 100.0% Approve. 62.4% of the 100M ORBS quorum has been met so far.
