For "the Saito protocol" both of the scenarios, B' is independent and honest vs. B' is controlled by B, are perfectly indistinguishable.
Hence, no matter what "the Saito protocol" does, this attack will work.
(Also, when you propose that a protocol is secure, you need to show that THIS protocol is secure, not that "our real protocol solves this", esp. when the problem at hand is provably unsolvable)
You are trying to talk away 6th grade math with "big talk" so that your groupies think there's more to it beyond their comprehension, but there really isn't.

The block producer puts the transaction in the block -- they are not self-cloning and then forward-propagating to a child, which is the behavior punished by the routing decay.
Saito does actually address the separate problem you are talking about, but you hardly understand the mechanism well enough to understand how. The solution exists because competition between routing paths creates an incentive for nodes which can cooperate to do so to increase the efficiency of transaction propagation. Essentially, nodes that compensate peers with off-chain transfers can smooth payments in ways that maximize welfare for both nodes by increasing the utility of the overall routing path.
in such a situation, if the receiving node engages in this behavior off-chain transfers is by definition non-credible, which shifts collaborating peers back from the forms of cooperative routing that are driving transaction sharing and reduces inbound transaction flow and income. The problem is one of
I would challenge @Justin_Bons to find:
* a 51% attack on Saito, or
* a theoretical proof it must exist, or
* another chain without that problem
It should be utterly trivial for any cryptocurrency researcher who believes what Justin does to provide at minimum #2.
