New version is clearer, more automated, and rewards ongoing contributions instead of free riders. Two tranches: 1. Default (automatic, equal split) ▫️ Gov participation >80% (heavy ABSTAIN = 50% cut) ▫️ Commission ≤10% ▫️ 90d uptime >95% ▫️ No recent downtime slashes 2.
