Currently miners get 111K $KAS per hour as block rewards, the current TPS on Kaspa network is 394, the average amount of txns per hour is then 1.4 milion. Which mean a base fee of 0.078 KAS ($0.00245) is enough to completely replace current block rewards. Turns out I like the answer, thank you for your attention to this matter.

Transactions base fee is set low for $KAS because the mining rewards are enough currently to incentivize mining, and will be enough for a relatively long time. with vprogs SC and L2s SC fees, it's expected for fees to increase. If the increase in fees from SCs won't be enough to keep miners incentivized, the base tx fee can simply be increased to an optimal figure.
